How Nether travel works

One block walked in the Nether covers 8 in the Overworld. That is the whole reason people build Nether highways: a long journey above ground becomes a short one below it.
Converting between the two is just that ratio applied to the horizontal coordinates. Height is never scaled, so the Y stays as it is, subject to the Nether being a much shorter world to build in.

Why portals link to the wrong place

This is the single most common frustration with portals, and it is not a bug. When you step through, the game looks for an existing portal near where you should arrive, and only builds a new one if it finds nothing within about 128 blocks.
Because distances shrink by a factor of 8 on the way in, two Overworld portals several hundred blocks apart end up close neighbours in the Nether, well inside that search. Building at the exact converted coordinates, and keeping Nether portals more than 128 blocks from each other, keeps each pair properly separate.
