One base, and everyone can reach it
Your base, your Pals and everything the group has built sit on the server. Log off and it is all exactly where you left it for whoever logs in next, which is not true of a world hosted out of somebody's game.
Pals only work while somebody is on the server. Palworld stops base production once the last player leaves, so a server shared by a few people is one where the furnaces are lit far more of the time.
